Overview

The Fair Work Convention are committed to undertaking a range of work to measure and track Scotland’s progress on its aspiration to be a leading Fair Work Nation.

The Convention recognises the scale of the task ahead. Becoming a Fair Work Nation is both challenging and aspirational and it will take sustained effort to change the experience of work for the better.

Fair Work Nations Indicator Progress Report

The Fair Work Convention will publish its Fair Work Nations Indicator Progress Report later in 2025. This report will update the Fair Work Nation International Framework which sets out Scotland’s relative performance across a range of fair work indicators, benchmarked against a range of international comparator countries.

The report also takes a wider look at trends over the past decade which gives greater insight into Scotland’s fair work journey. The report will also reflect on the broader ways in which fair work has been embedded across the economy and will consider where greater progress can be made.

Fair Work Data Tool

The Fair Work Data Tool gives everyone access to Scotland’s Fair Work Measurement Framework data. It tracks Scotland’s progress against the five dimensions of fair work and allows you to explore that data by things like equality group, geography and trends over time.

Measuring Scotland’s Performance as a Leading Fair Work Nation (2023)

Commissioned by the Fair Work Convention and conducted by Alma Economics, this report evaluates Scotland’s progress toward becoming a Fair Work Nation. It updates the Fair Work Measurement Framework, benchmarks Scotland internationally for the first time by creating the Fair Work Nation International Framework.  The report also identifies policy lessons from international comparator  countries.

The Fair Work Convention’s official response paper (2023)

This paper sets out official advice from the Convention to Scottish Ministers on the steps required to become a leading Fair Work Nation.

Fair Work in Scotland Report (2020)

The Fair Work in Scotland Report set out the Convention’s Fair Work Measurement Framework for the first time. This framework assesses the five dimensions of fair work - effective voice, opportunity, security, fulfilment, and respect - using a measurement framework of 39 indicators.  The number of indicators considered reflects the multidimensional nature of fair work.
